In the 1st place, the playing mechanics of rest druid is a bit different from pure wotlk becos of lack of Nourish, and its actually very difficult to depend on Healing Touch to heal because its extremely slow compared to the big heals of other classes. Since HT wasn't used and rejuvenation wasn't actually changed, there'd have been no difference before and after the patch.
Unless the main tank is extremely geared/skilled, quite unlikely for a rest druid to keep him up in raids. Even if even he is, very few rest druids can manage to solo heal the MT (if any at all) in end games instances (i.e. kara/25mans)
Back to your point above, my point is - if a spell hasnt been used much anyway because it's not viable, why bother to nerf it further?
We should review the rationale behind nerfing HT. Was it because rest Druids were having too much mana over other classes? Or was it because the rationale was to make sure Druids can never successful heal a main tank in raids i.e. paladin/priests should be healing the main tank to make them more viable vs rest druid?
