Hello,i'm not sure if someone have suggested this yet.So,i aplogize if is answer yes.

Ok,i would like to suggest to put transmog into game.Old gear has lost it's meaning.Ppl would farm old items,and raid old raids.
About how to make transmog ,could make some coin,that we can get by playing 3s 1600 + rate or in RHC,3marks on flush or about 15% drop chance when get 2 eof from RDF.

Yes, transmog has been suggested before, many times, actually. Comparing tramsmog with other suggestions reggarding how many times they have been suggested, we could say transmog is a very popular one by now. But it has been rejected every single time, either because it can't be easily implemented right now or the staff just doesn't want to because reasons, and I'm not sure which one of those it is, really.

ib4 TL;DR: Yes, it has been suggested before and it will be rejected just like before.

Yes ,i know it's not blizzlike but ,they can make in account panel to turn on/off transmog.

And i'm 90% sure that transmog gonna improve 3s...Also some restriction into 3s like no Smourne etc would be great...
