Hostile Starting Zone Mobs

It occurred to me that many of the mobs in the starting zones were not made neutral until near the end of WOTLK. This means that all through Classic, TBC and a big part of WOTLK a large number of starting zone mobs were hostile.

I specifically remember this being snuck in before Cata lol.
