http://www.wowhead.com/spell=71328/dungeon-cooldown this should be cast upon invites been sent for players to join a dungeon through rdf but before players enter in dungeon.

From what I can tell about this spell is that its purpose it to stop people from constantly queueing and leaving or trolling queue, it does not get applied at point where player queeus for rhc but once a group has been put together and invites sent out then if player declines or does not enter dungeon they cant queue again for 15 minutes ie so player can't troll queue.

Nah, it's not cast when invites are sent, it's cast after group is formed. So after joining a group already in progress, not eligible for deserter, you get this instead of it. On retail killing a couple of mobs already makes leaving a group not give you deserter. It's not as sensitive as it is here

1: dont think it will work positive, for example imagine being the only heal or tank or even the last of the 3 dps in the level range and you are on a escort quest or go to the bathroom (both which you will afk or wait with accepting the invite) you will get the debuff and 4 others wont be able to do rdf for the time of the debuf either. or till someone else logs and ques. so it could end up that people will get less rdf popups in the end.

Just simply put Deserter if someone afk or cancel queue.

And let me say again, CANCEL and AFK, twice. Leaving queue before it pops up via right click on button near minimap is ok, so people can add aditional spec which they are ok to queue.

About auto reset RDF l dont really see why not to add. Prodigy said two years ago that he will check what is wrong and thing is still broken, so its better to have it auto reset each hour than to wait 5 hours some of GMs wake up.
Yea, you got it Fastor, the only thing I'm spending my time with is trolling some random retards. Not even worth the waste.

About the reseting i made some changes that should help;as in no more bugged queues.
Usually the last player that leaves the instance get's bugged..and if he queues again it screws up the queue.My changes will be live on next core udpate.Atm it can only be tested on the PTR.So if you can gather a bunch of ppl and start queueing on PTR to see if it breaks again would be nice.

PS: related to OP post and about point 2.

You mean, you made that when there are last two players and one leave party other one will get kick too? Like for raid group?
Because that solution would be awesome as you would kill both bugs at same time (thinking on stuck in party and part 2).

last player inside is still in a group...but...when he ports out the group disbands.

well on retail if tank or healer leaves within a few minutes of entering dungeon the rest of the group also get disbanded (without deserter).

I'd suggest the trolling thing (Suggestion 1) take a page from Dota2 and just be a SMALL lockout initially due to the fact that it can be a mistake.

And if possible a greater lockout after the first (Within a period of 24 hrs.)

Mainly because 30 mins is a long time to wait around when all you need is RDF. Countless times i've queued, wathced a youtube video after 10 mins and came back to find myself missing a queue (according to chatbox)

after so many transfers we started to get more and more Trolls in the queue of RDF.
just do like @blagovest_tonev suggested for a "small time" to see how it goes.
maby after some deserters people learn ans stop do that.
decline 10 queues in a row is to much trolling for me. something have to be done about this. this is getting annoying.
Dungeons (lv 80 RDF / RHC ) were always hard to do since i remember on this server if you join as DPS but now with the trolls this is getting offhand.
