[ACCEPTED] REDUCE COST OF DARK RIDING TALBUK for TW

Since of the approval and implemention of
viewtopic.php?f=114&t=38578
staff discussed to suggest that why not apply this to TW aswell?
Since we never do anything without players approval, I make this thread.
If this gets attention enough we'll simply apply the same effect to TW in just a whip.
