There have been several changes to how our retail transfer requests are processed due to the several frauds that we have identified on the previous method we used.
Now, in order to request a retail transfer you'll need to log in-game, minimize your game to windowed mode and take a screenshot with our Request a Transfer page in the background in addition to the previous screenshot requirement.
In order to change your game to Windowed Mode, press "Esc" go to "System" -> "Graphics" and change the Display Mode setting. The following screenshot shows the option from the Mists of Pandaria client, but it should remain similar up through Legion.
The submitted screenshot in the "Username" field should look like this:
The sample image above uses TrueWoW/Wrath client but you should use your retail client. The structure of the photo remains the same, however. The TrueWoW Request-A-Transfer page is visible in a tab in the background, your character is selected that you wish to transfer, and nothing on the screen has been obscured or edited.
The "Password" field screenshot should come from the Blizzard website. It can show your full character listing OR the drop down menu listing, as long as the character you wish to transfer is visible.

While the website now has a new style, this top right drop down should still allow you to see a list of characters.

IF ANY ATTEMPT OF DEFRAUDING THE TRANSFER SYSTEM IS IDENTIFIED THE ACCOUNT WILL BE PERMANENTLY BANNED AND NO FURTHER REQUESTS WILL BE ACCEPTED FROM THE INVOLVED USER(S).
