The Bear is not in the Hibernal cave so the quest in uncompletable.
This quest was in the QC previously but has been removed, I dont know why as its still bugged.
This quest is part of the Chain for Sons of Hodir Reputation, I am aware that the full chain doesnt work but it works untill neutral/friendly which is enough to do the rest with Relics / Commendations.

Removed from the list because it's fixed at next crash.

This quest is not working again. The bear does not spawn. Can see her with GM on but not when GM off.

Added a spell_area to that zone, forgot to mention.
