The quest requires you to get the thunderbrew recipe from Hurley Blackbreath; He is suposed to spawn after you destroy the kegs of thunderbrew. However, he is not spawning after said kegs are destroyed. :(

Confirmed. After destorying the kegs nothing spawns.
