The Ocular is targetable, but nothing happens when I used the quest item to defeat him. Or, I receive a message that I am out of range.

THis bugs out time to time, you must stand very close to agroo him.

Tried this too.
I was standing IN the eye, but I didn't draw aggro.

Yes this gets bugged at times you can either ask a gm to kill and respawn a few times to return to correct position,

It is also possible u can get this to resolve itself two if u can find where it actually is and agro it and then get it to evade ie leave combat and it will return to correct place

The mob is now targetable, and sits atop the spire as expected, but his HP resets after 2 or 3 hits.
