This should be posted in Website and Forums or Offtopic since it's PayPal related and it has nothing to do with the server.Anyway not all countries are supported,so we might need to consider for an alternative source for donating.

Edit: If sms donation will happen, from which countries we could sms-donate?

Allow sms donation? Easier said then done even after setting up some site to redirect money to paypal, the entire donate script needs to be rewritten...
