Wrathful Shoulders

Whats up with Wrathful Shoulders? Why cant people use them or buy it?

I mean seriously everyones 4/5 wrathfull just nobody has wrathful shoulders. I cant realy go in game and check out what you need to buy them but can somebody answer me why is Top PvP people in this server with 4/5 wrathfull and relentless shoulders?

Cause you need 3v3 arena to 2000 raiting. There are many teams but half of them is lazy to queue over and over again and other half is about 1-2 ppl online and missing 3th one rofl. (my case)
All the teams are at average raiting at 1500+, and few of them are 1800+.
you lose a lot of raiting at high raiting if you lose arena game ofc. Noone want to risk that and dont want go give other ppl advantage coz they are jealous or idk what.

Noone relax in 3v3 like in 2v2 rofl :S

Doctorholy only needs wrathful libram and he will be full wrathfull ;o
