Extremely High Latency

I have no idea what has happened since yesterday, but my game latency has shot through the roof. I raided just fine last night and nothing was giving me an issue. Now, all of a sudden, my latency has shot up to 2k-4k while just doing dungeons or in a different raid.
I've reset my router, modem, called my ISP and had THEM reset it from their end and still no luck. I downloaded Leatrix Latency Fix. Now I am getting extremely frustrated because I keep freezing up. Anyone have any other advice on what to do?
