Template Transfer with no info?

Hey I haven't played retail wow in so long that I can't access my previous characters info. It seems that because the rates are only up to 3x, there is no option to go straight to level 80. Is there any way to get a higher level character to skip some of the low levels with a template transfer? I don't have the ability to log in to the character screen or to pullup the character info on the armory.
