Any way to modify drop/exp rates?

I am new to this server and I have been having problems locating what the rates are and if they can be changed. I figured I would post to see if anyone had an answer.

You can change the experience rates with the following command:

.settings rate X

Replace the X with one of the following values: 0.5, 1, 2, or 3.
Example:

.settings rate 3

The honor rate is 3x by default. The drop rate cannot be changed by the player.

Is it still possible to change xp rate?
When I use the method mentionned above, nothing happens.

I seems that my current rate is high and I'd like to lower it.
