Voting abuse?

I know that you guys probably like votes, but some websites are not even working(you cannot vote on them) and ppl are stil getting he max number of votes. Anyone would like to enlighthen me how is that possible?

as it has been explained 20 times in a previous topic and another 60 times OR more in the main voting topic, you can change your IP and vote again within seconds of first time you voted, you can change your ip as many times as you want but you can only get maximum 20 vote points/day
