You just listed people l hate now since they made it during my raids.
3 of them on that list purposly died on breath so they would lose combat and enter bg.

Direct queue is a good idea but having IoC in RBG queue increases the numbers of ally queueing RBG while hoping one bg after another to start IoC, thing made ofcourse of horde side too. I see IoC as a factor which can increase the number of players who queue for pvp, factor which performs better with IoC as a part of RBG queue rather than direct queue.

We did not (nor are planning to) remove IoC from the RBG list, Justicelight.

3hour cd that was introduced to avoid 5v5 AV. Notice that IoC and AV are same level so they share same cd.

Well the cd is mainly to motivate people to queue when AV pops up as most players don't want to play more than one AV each day. I expect in the long run the same to apply for IoC but maybe the cd can be reduced because we have more variety with these 2 BGs now.
Also, releasing new content like IoC and Ruby Sanctum is mostly meant to keep players interested for longer. Like Justicelight explains, we want players to queue RBG to keep our PvP activity up.
