Depends on single target, multi target etc.

For long single target fights I'd go for vengeance
For single target nice burst heavy hit fights I'd go for righteousness - Need glyph and talents
For multi-target I'd go for seal of command

I think it just depends what you like or prefer. But righteousness and command beat vengeance seems you use 2h weapon. I'd only use vengeance for healers when i know im just going to pumping damage into them for some time, those dots are handy just for the healer to heal over and waste more mana.

So basically Vengeance for arena and PvE bosses, Command for BG and PvE trash, Righteousness when attacking a single target in BG.

Never use Vengeance in arena, since the ticks can break CC, nether command for the same reason(breaking CC of a nearby target), Unless you have 2 targets that are melee (both figthing close to each other), if there are clases that poses pets (so you can dmg both at the same time if they are both in range of the command proc) OR unless you are 1v1 against a caster in which case you like to have seal of command with the glyph so you can balance mana though out the duel, since most of the spells youll use are cleance and HoF with little posibility to recover mana at close range (as you will be kited, and you will be slowed) .

In pvp Vengeance is hard to stack, since you have a big interval between swings with a 2 hander. Sure, crusaders strike does apply it but dont forget that this dot can be dispelled. Unless you do great burst with white swing dmg crits, which i seriously doubt, you can use vengeance and maybe ( but just maybe) apply a 5 stack at the same time as having the opponent run away from you cuz of the burst and then die to the dot.

So use Vengeance on bosses, Command on casters and in many vs one situations. But as a ret pally almost anything can be solved with Righteousness with decent practise.

i thought vengeance was for prot..? i dont think its used for bosses

It's damage over time, so if you're hitting something for a long period of time you want longevity rather than burst, I assume.
Why join the winning side if you can change the winner?

Seal of Command sucks against single target.

Divine storm healing is bugged.

I believe Seal of Righteousness glyphed and with Seals of the Pure does more damage than SoV on single targets

I use SoR + The Glyph for it and it's great. Using SoV in PvP is a mistake, trust me, especially against those who can quickly dispell it.

Only prot paladins should use SoV in PVP. Ret SOR hands down...with glyph/talent....

The reason why we use righteousness for a 1v1 pvp fight is because of how strong its judgment effect is, and that is where it really shines. About SoV in pvp, it can be very useful in wearing down absorbtion effects quickly, although the fact that it can be cleansed does pose a problem. Command has a nice base seal damage to it but the judgement is much weaker than that of SoR. However, its a good glyph for BGing because of the mana return.

i use:
SoR for ret PvP (with glyph)
SoV for ret PvE-bosses (with glyph)
SoC for ret PvE-trash
and rarely SoL if i solo some target and lose health quickly :)

For tanking i use SoV for bosses, and SoC for multi target bosses, trash, BPC, LK...
