I have a paladin on TW that I can change the rates on just fine, but I can't change them on the warrior I transferred from Dalaran-WoW? Whenever I type in the command to change it, nothing happens, I get no message of anything in the chatbox.

Try to kill some mob, I have 2 warriors, 2 transferred characters, and xp rates working just fine.

I think it is easier for us to help you, if you make an in-game ticket, if the issue is still there, that way we can see and help you our best.

Make sure you delete your cache.
After checking your character I found that you have already set your experience to 3.

Player selected rate: 3.0

I am having this problem as well. How do i get my warrior to have x3 xp rate?

I have checked your characters - Your hunter has rates set at 3
Your paladin - Rate 1
2nd Paladin - Rate 3
Warrior - rate 3

Only one yet to be changed is the Paladin with the name starting with a C. .set rate 3 if still having issues, disable all addons and try again.
