Cannot find a Lake Snapper or a Plagued Snapper in BE zones

I'm running the Ironman challenge as a hunter, and went to Eversong Woods for a Lake Snapper and couldn't find a single one. I went to the Ghostlands for a Plagued Snapper, and couldn't find a single one there, either. They were added in 3.1, but should be in-game ... unless I'm mistaken?

Help is appreciated. Not sure if it's a bug or something, and just getting me curious because I'd very much like a turtle for a pet ... but I'm only in my early teens.
