Recruit a friend issue

So my recruit a friend isnt working between my buddy and I i was sent the link and followed the instructions but it doesnt work any help will be greatly appreciated or would I submit a ticket in game??

Our developer Heihachi is related to RaF stuff, wait for him to respond here. If still no response in two days, gonna try different method.

To recruit, you need to be at least level 40 and have at least a month old account.
