It's useless for Ulduar as well. Useless for your Onyxia. And other classes can use dispel if it's necessary (like Jaraxxus in ToC).

For a healer, it is roughly 70% icc 30% other raids.

Don't want to be a forum necromancer, but you missed out on 12% extra damage from Torment the Weak.

And he missed 6% crit from Incineration in fire tree :)
