Articks being on the wall of the third floor of the Alliance base, which is an unreachable area by normal means, though reachable through abuse or bug occurances (Charge/'Vene/'Cept along the walls to get up there if you're a Warrior for example, or get CC'd there, like a Fear). Apparently he stayed up there on purpose so the flag would be safe. It's easy to notice despite the size of this.
