WoWHead: 50 charges, 2s CD
With the 15 charges, one would have to, on average, fry 2 trolls per throw which is nearly impossible (they are moving around too) in most spots without waiting for them to respawn.
Edit: 30 trolls in the daily, 20 in the first one:

Just by reading comments for one of the quests where this item is provided on wowhead I see
By tippy7 (6,105 – 2·6·45) on 2011/12/20 (Patch 4.3.0)
As of 4.3, the cooldown on the bottle has been reduced to 2 seconds and it now has 50 charges. Much less annoying quest now!

Always avoid the scourge trolls on the left side of the stairs, the ones on the right side of the stairs are much more densely packed and you will always hit a minimum of 2 trolls with 1 charge no matter how bad your timing.
