[13226] Judgment Day Comes!

Ahoy! My problem with this simple quest is kind of complicated. I already did quests at Argent Vanguard, but i haven't done this certain quest (13226).
Well this quest sends me to talk with Tirion Fordring at Argent Vanguard, but i don't find Tirion where the map shows, but a little bit far from that place, and he is on a horse, but no question mark above him, so i can't turn in this simple quest. So my main problem is, i'm going for the loremaster achievement, so i need all the quests i can do in Icecrown. Ebon Watcher is supposed to give me some quests, that will lead me to Crusaders' Pinnacle, so that Tirion will move there too. And there i should get more quests.
But because of the misplacement porblem with tirion now i can't do any quest there.

My question is: Can anything be done so that i can turn in this quest, and get the other quests too from Ebon Watcher and Tirion, so that i can get to Crusaders' Pinnacle?

Because i'm not sure if this quest is a pre-quest for the missing quest chain i can't do.

Any help would be appreciated. Thank you!

I have this problem too =/. I'm assuming it is a phase bug. Can be something done?

The version of Tirion Fordring you found is probably not correct NPC to end this quest as there are several versions of this same npc spawned in various locations/phases in icecrown.

Yeah, i know that it's the wrong NPC, but can anything be done about it? I don't even know if thie quest is a pre-quest for the Crusaders' Pinnacle quest chain.
