Hi, I have just tested this quest twice once on my own test server and once on Truewow's STR and was able to loot this item both times, there appears to be nothing wrong with this quest, did you try relogging and trying again.

Confirmed, this has already been reported on TC here. The reason why you've been able to loot it, is probably due to the GM being on.
