When I turned the quest in I was mounted and above the ground and it said "You are mounted" and actually did not teach the specialization. I cannot do the quest again and the button in the general spellbook is not there. Any tips how can I regain it?

You have two options
1) write ticket and ask gm to cast the required spell
2) Make sure you have at least 350 in tailoring and speak to npc again and will give option to learn specialization again, its 350 as thats min skill level to change specialization.
