Drop chance for Pattern: Spellstrike Pants and Pattern: Spellstrike Hood

Apparently it's not clear what the droprate for these 2 patterns should be, it was previously discussed by staff and set to 3% normal/12% heroic drop chance. I figured we might as well have a thread to discuss it.
At the moment these patterns were reverted to a very low drop chance (0.9%, 1.4%). This data was extracted from wowhead but is not accurate, because for the pattern to drop there must at least be one tailor present.
Looking at comments on these wowhead pages, we learn that the item drops both in normal and heroic mode, with people having great difficulty getting it in normal runs, and not so much in heroic:

Databases for other TC servers give conflicting results (some 10, some 5%, some don't drop in normal, etc)
What I suggest is setting the drop chance to 5% in normal and 10% in heroic, which seems more or less the drop chance going by the comments in wowhead. 10% also matches all the drop chances for patterns like whitemend and battlecast.
