Is this a new bug in a a recent update? I never had problem entering SH hc until today.

No you dont, you just need the key and the level represented here (in this case level 63)

You need lvl 70 for heroic version of tbc instances

I remember when I try to enter dungeons I haven't met the minimum level requirement it tells me what the minimum level is. Not the case here.

yes you do need to be level 70 to enter tbc heroics

You need to be level 70 and to have the key to enter Burning Crusade heroic dungeouns. Same princible as lv 80 for WOLK heroic dungeouns, you just dont need no keys in WOLK
