Is there a way to disable quest xp, but not mob xp? And if not, is there a way to drop xp gain to about half or a quarter? I always enjoyed exploring and leveling waaaay more than endgame content.

If that interesrs you, you should look up the Ironman Challenge. To answer your question - not to my knowledge.

The only option we have in terms of LOWERING XP rates is the XP freeze available at the Experience Eliminators in Stormwind and Orgrimmar. Unfortunately this completely eliminates XP gains, it doesn't really reduce them how you're looking to do.
