Transfer system going too far? (Not rhetorical, I'm genuinely asking)

I've seen people with full epic 70 gear already, and while that is certainly possible, it just made me wonder.
Are people being allowed to transfer level 70 characters ALREADY?
If so are they being allowed to keep whatever gear they had on the account they transferred from?
If so, then what is the point of finally making a server with no donation rewards if the transfer system doesn't keep to the spirit of competition?
Sorry for making assumptions, I hope this isn't the case. Can someone please explain the limitations of the transfer system to put my mind at ease? ^_^

No, they're not. The people you're seeing are just people that have been doing heroics, getting badge rewards and working on crafted gear.

Transfers only receive level 60 characters.

Been hearing rumours online (in game) about exploit characters.

This isn't the case, is it? That we'll have a new "Elysium" drama about cloned gear and gold.

Jokes aside I doubt level 70 transfers will come any soon.

xD It's nice to hear about the lv 60 transfer cap. It seems all is well with the server!
