Half ppl from that list I never saw raiding. I miht be new to the server, but I don't see them in top Horde achievement list either. Pve is not only raiding, it is questing, doing pve achievements, events and stuff.
My changes Hordewise:
Prot warr - Luxis (too bad he is not playing now, but I never saw better skill in tanking than him in my 8 year playing wow)
Holi pala - Chichi (Only pala that can outheal me )
DK - Arockalypse I must say. Did few raids with him he is decent. He can go tank and be also good and he is top 10 achiever.
Mage - I know you said no arcane, but I can name 3 that are always top dps, and 2 are top 10 achievers. Mocnikralj, Fastor and Filadendron.
Warlock - I know best pvp warlock, but I am not sure in pve who will get title.
Druid - so many of them, I might say Ubal, maybe.

You realise there's around 1-2k worth of achievement points that are harder or even impossible to get here, but were obtained on Spermilk/BC/GC resulting in an imbalance to the Achievements list, right?

Shaman: Discarnate (Enhancement), Miskuzi (Restoration), can't think of any notable elementals
