Ethereum Prison Keys

I hate starting a new topic but I couldn't find one that addressed this. Granted, I am not great at the "search" process.

I have a level 77 pally (Bensisko) that I want to farm jailers for keys. They aren't dropping them. The guides tell me I need to get a quest first from Commander Ameer at the Protectorate Watch Post. He has nothing for me.

Is there an admin function where I can have the quest chain reset? I'd like some help

It seems like you need to be honored with The Consortium to get this quest. If that doesn't help, try getting this quest first:
