I currently logged in, I found there to be roughly 30-40 players per faction logged in. is this the norm?

Trying to find a PVE server for my friends and I (from NA) and it has been a difficult task

Primal* peaks at 100 players lately. It's cross-faction which effectively doubles players available for grouping.
