I asked in game if the drop rates were changed from the official version, and i was told that yes they have been. Which i think is very cool because when i played on the official server i think i found a grand total of one random purple while leveling, and the idea of random cool items is about my favorite thing about these games.
Anyway, curious about how the rate was actually changed i perused through this site and the forums a bit, and could find no actual info. Would someone be kind enough to fill me in?

Hello, I think that drop rates were not intentionally changed,
there is just a lack of information for certain items.

It comes from the core, i believe. The drop rate falls off in outland. Lvl 70 boe epics are rare and worth cashy money.

Most of those items have a chance to drop from trash mobs in raids,
lack of raiding guilds is why those items are rare.

Yeah, is kinda why I thought drop rates might be upped to compensate. Nvm how awesome being able to actually FIND something when soloing once in awhile would be.
Bummed the rates weren't bumped. I'd suggest it, but I expect the topic has been beaten to death long ago.

BoE epics were kind of a joke in vanilla. I vendored plenty. I like it better this way. When you get one its exciting.
