Lucky fishing hat

I can't seem to find npc that gives lucky fishing hat as a reward for rare fish. Can someone explain how do I get it in this server?

The NPC is not available because the Stranglethorn Fishing Extravaganza is not currently working on Primal. We have an active bugtracker report on that (here) that you can follow if you want to see the latest updates and progress regarding this issue.
Welcome to the new decade! Let's hope the Roaring 20's come with just as much jazz, but a bit less prohibition and Great Depression. 8-)

So event dont take place sundays at 3pm?
