Regarding Character transfers

Hello,
I was wanting to know if we are allowed to make a transfer of the same character from retail since we are now allowed 2 retail transfer ( I was told by a friend we can have 2 retail transfers.) for example either the same character transferred twice to primal or 1 on primal and 1 on true wow. I wanted to know because the last time I did a retail transfer it gave me the option to change the faction of said character and change the race of said character.

The same character can not be transferred to both realms.
