Well from previous experience with solving these issues I found .mod phase 1 usually solves these issues.

simply removing entry forthat quest from that quest pool and adding that quest to disables will remove that quest adding to disables show that eoe quest + another quest is not given since eoe quest will no longer be part of pool.
