Since 2200 is reasonable rating requirement, maybe make t2 and wf tabard 2200 as well but what Vaen suggested is also ok so +1 from me. (Note that also those people who reach 2000 rating with some characters also have alts so they might queue with them after reaching 2000 on some characters.)
