depends. do you spend a lot of time farming mats? maybe a faster mount is more beneficial. get the Bugatti. do you pvp (lol bg ques) and pve a lot, or play a multi role class? then dual spec is the way to go.

They could start by imposing a level requirement (10) for access to world chat. As the population increases, they should eventually separate faction chat to keep the trash on each side of the fence.

They events will happen as they originally did. The AQ war effort is even hinted in the major cities with gypsies begging for cloth already.

I was unable to access the bug tracker (i'm noob at this).
Nothing major, but it just states 6 AP in the tooltip and doesn't scale as you level.
