you are probably trying to create it on primalwow realm and they are disabled there untill tbc. I guess you want to play truewow so make sure you are on right realm

If you are on Truewow you can use unstuck&revive from website and if u are on Primal you can use the ingame ticket system and select auto unstuck there to teleport you to starter zone
